FINANCIAL LITERACY AS A TOOL FOR EXPANDING YOUTH OPPORTUNITIES: BUILDING A FINANCIALLY RESILIENT AND RESPONSIBLE GENERATION

This article examines financial literacy as a multidimensional capability that enables young people to evaluate financial choices, manage risks, participate in digital markets and pursue educational and entrepreneurial opportunities. A structured narrative review and comparative policy analysis integrate international research with the institutional context of Uzbekistan. The article develops a conceptual pathway linking financial knowledge, attitudes, behavioral skills, access to trustworthy services and financial resilience. Results are presented as an evidence synthesis rather than as original survey findings. Two explanatory charts and comparative tables illustrate the proposed framework and policy priorities; numerical chart values are explicitly illustrative, not observed measurements. The analysis argues that school-to-university financial education, experiential learning, consumer protection and inclusive digital finance should be combined and evaluated using behavioral outcomes. The article concludes with an implementable multi-stakeholder framework for youth financial capability in Uzbekistan.
