Direito à Saúde da Pessoa Refugiada no SUS: Acesso e Financiamento Federativo
Objectives: to analyze refugees' right to health in the Unified Health System (SUS) based on Technical Note No. 8/2024-SAPS/MS and ACO 3121/RR. Methods: qualitative, bibliographic and documentary research, with content analysis of legal norms, an administrative act and an STF precedent. Results: access to Primary Health Care does not depend on specific documentation; the Technical Note guides cultural mediation and qualified registration; and ACO 3121/RR recognized the Union's financial responsibility for Roraima's extraordinary expenditures. Limitation: documentary study without empirical assessment of local implementation. Conclusions: effectiveness depends on implementation of the guidelines and intergovernmental financing compatible with demand.
