Quantum-Safe Autonomous Infrastructure Routing via PHOENIX_BRIDGE: Integrating Q-SAFA and Human-in-Command (HIC) Hardware Interlocks to Eliminate Centralized Platform Censorship and Exploitation

Abstract (English) Pre-registered CERN Zenodo DOI: 10.5281/zenodo.23952273 | Series: Autonomous Infrastructure & Deterministic Quantum Systems Monograph Series > This monograph specifies the complete physical-layer and cryptographic hardware architecture for PHOENIX_BRIDGE, a quantum-safe, autonomous decentralized physical infrastructure routing fabric engineered to eliminate centralized platform censorship, algorithmic throttling, and unauthorized intellectual property extraction. Conventional global network routing (BGP/DNS/CDN) and hyperscale cloud infrastructures rely on centralized intermediaries that exercise unilateral censorship, extract uncompensated informational negentropy, and remain vulnerable to quantum cryptanalytic attacks (Shor’s and Grover’s algorithms) as well as IEEE-754 floating-point provenance laundering. To establish sovereign, censorship-resistant physical infrastructure, this work integrates Q-SAFA (Quantum-Safe Autonomous Financial Accounting) over the 64-bit Goldilocks prime field (F_p, where p = 2^64 - 2^32 + 1) with Human-in-Command (HIC) deterministic hardware interlocks under the RTO P2.0 (Real-Time Operations Protocol 2.0) and QFS-zkVM standards. Specifically, we formalize: (1) a Post-Quantum Zero-Knowledge Packet and Physical-Layer Routing state machine (Poseidon2 / ZK-STARK over F_p) within PHOENIX_BRIDGE guaranteeing deterministic path verification, zero-knowledge provenance preservation, and immunity against BGP hijacking or deep-packet platform censorship; (2) Q-SAFA Atomic Micro-Settlement and Anti-Exploitation Gateways enforcing the Strict No-Learn Covenant (NLL-v1.0-2026) at wire speed prior to payload delivery; and (3) complete register-transfer-level (RTL) and state-machine hardware interlock specifications binding physical infrastructure switches, energy microgrids, and optical transceivers directly to HIC cryptographic authority, coupled with SEC Rule 15c3-5 pre-trade kill-switches and Delaware Caremark fiduciary compliance monitors. License & Integrity Covenant: Creative Commons Attribution 4.0 International (CC BY 4.0) with Strict No-Learn Covenant (NLL-v1.0-2026) Zenodo での Publish(公証・公開)が完了しましたらお知らせください。 Collecting, extracting, parsing, or analyzing data via automated crawlers, scraping tools, bots, or Text and Data Mining (TDM) for the purpose of AI training or dataset compilation. 2. Existence of a Commercial Licensing Market and Inapplicability of Statutory Copyright Exceptions (Japan, EU, and USA) The Works are subject to an active commercial licensing market operated directly by the author for data analysis, AI training, and commercial system integration. Furthermore, through this Notice, the author explicitly opts out (reserves all rights) from the Text and Data Mining (TDM) exception pursuant to Article 4(3) of the EU Directive on Copyright in the Digital Single Market (Directive (EU) 2019/790), and categorically rejects any assertion of Fair Use under 17 U.S.C. § 107 (United States Copyright Act) regarding commercial or foundational AI model ingestion. 3. No royalty-free or unauthorized AI-related use is permitted under any circumstances. 4. Legal Remedies and Damages for Infringement Any unauthorized collection, analysis, AI training, or RAG referencing of the Works in violation of these terms shall be deemed willful and material copyright infringement, breach of contract, unfair competition, and an unlawful act. Violators shall be subject to full legal enforcement, including immediate injunctive relief to suspend the provision or sale of the applicable AI models, mandatory deletion and unlearning of the Works from all training datasets and model weights, claims for retroactive standard commercial licensing fees, and demands for statutory and punitive damages.
