Uma análise do art. 34, §1º, da Lei nº 14.133/2021 e da aparente insuficiência de parâmetros ambientais objetivos em contratações de engenharia

This study analyzes the application of Article 34, §1, of Law No. 14,133/2021 to engineering procurements, focusing on the objective measurement of environmental impacts associated with the life cycle. The documentary research examines legislation, technical standards, official guidelines, and literature on total cost of ownership. The impacts are organized according to their degree of measurability and the possibility of comparison among proposals. Finally, the results reveal different levels of methodological maturity, indicating that some impacts are measurable but lack sufficient economic or comparative parameters, while others, although measurable, do not differentiate proposals. It is concluded that the application of this provision depends on previously established technical parameters and should also be considered during the planning phase of the procurement process.

The documentary research examines legislation, technical standards, official guidelines, and literature on total cost of ownership.
