U.S. Public Systems: Problems and Fixes

This working paper examines 26 selected administrative problems in U.S. civilian public programs using public audits, agency data, and identified secondary reporting. It describes existing responses and sets out five cross-cutting proposals, along with case-specific alternatives. The cases were assembled through two AI-assisted scans, whole-paper review, and targeted source checking. The cases illustrate recurring problems. The proposals remain untested.
