The Count in Weyl's Variables: Paper #54's Boundary, Restated Against the Literature That Owns Its Other Half

Paper #520's discharged entropy count for paper #54's arrow census (early-universe entropy below 1.1e91, less than one part in 10^32 of the volume's maximum, growth since by more than 9e12) is restated against the Weyl-curvature / Past-Hypothesis cluster held in the index (gr-qc/9212006, gr-qc/9705060, arXiv:1203.3382, arXiv:2004.10222). The count's two printed numbers imply the familiar maximum ~1.1e123. The restatement shows the boundary condition is a conjunction in two ledgers that share no term: a matter-and-radiation count, discharged as a bound, and a gravitational smoothness condition — Weyl curvature vanishing at the bang — which remains a postulate, its electric/magnetic split, collapse growth, and one concrete measure's shearing-case failure all on the record. Neither conjunct implies the other; #54's remaining debt is thereby named exactly. Quantum gravity NOT SOLVED; vacuum catastrophe NOT SOLVED.
