Guarding Indian Democracy: The Evolving Role of the Election Commission of India
The Election Commission of India (ECI) has played a significant role in strengthening electoral democracy beyond its constitutional responsibility of preparing electoral rolls and conducting free and fair elections. Over the decades, it has contributed to making the electoral process more accessible, inclusive, and participatory despite challenges arising from geographical diversity, illiteracy, poverty, social inequality, and hierarchical social structures. The broad constitutional framework governing the ECI has provided both institutional strength and flexibility in interpreting and implementing its mandate. Judicial support, civil society engagement, and proactive leadership by Chief Election Commissioners have further strengthened its institutional position. The ECI has also developed rules, procedures, and electoral practices where legislative guidance has been limited. However, growing concerns regarding its institutional autonomy, neutrality, and impartiality have raised important questions about its credibility and effectiveness. This paper examines the evolution, institutional strengths, and contemporary challenges of the ECI in safeguarding electoral democracy in India.
