The Influence of Ability, Skills, and Attitude on the Performance of State Civil Apparatus through Work Discipline
This study aims to analyze the effect of ability, skills, and attitude on the performance of civil servants through work discipline at the Regional Personnel Agency of South Sulawesi Province. This study employs a quantitative approach with a causal associative design. The population consists of 130 civil servants using a census technique. Data analysis was conducted using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS version 3.0 software. The results indicate that ability does not have a significant effect on work discipline and civil servant performance (p > 0.05). Skills have a positive and significant effect on work discipline and performance (t = 3.162; p = 0.000), while attitude has a positive and significant effect on work discipline but does not directly affect performance (p > 0.05). Work discipline has a positive and significant effect on civil servant performance (t = 6.297; p = 0.000). The coefficient of determination (R²) shows that work discipline is explained by ability, skills, and attitude by 55.7%, while the remaining 44.3% is explained by other variables outside the research model, indicating a moderate effect. Meanwhile, civil servant performance is explained by variables in the model by 81.0%, with the remaining 20% explained by other variables outside the study, indicating a strong effect. Work discipline significantly mediates the effect of skills and attitude on performance but does not mediate the effect of ability on performance.
