Sovereign Cascade Data Mesh (SCDM)
The proliferation of redundant data storage across private and governmental infrastructures generates unsustainable compliance overhead, critical inter-domain latency, and high-value centralized targets for cyber exfiltration. This thesis formalizes the definitive architecture of the Sovereign Cascade Data Mesh (SCDM), a decentralized, process-oriented data routing protocol that shifts digital governance from decentralized static retention to centralized ephemeral routing. In contrast to legacy paradigms where user data is continuously replicated, stored, and fragmented across third-party applications, SCDM orchestrates transient information delivery directly from primary sovereign repositories. The architecture is founded on the Longitudinal Civil Data Lifecycle, establishing that canonical data is not generated on-demand by users during digital sessions, but spans continuously from biological birth to post-mortem archival. Users execute an Approval of Release legally anchored in advanced electronic signature frameworks (such as Brazilian Federal Law 14,063/2020 and European Union eIDAS Regulation 910/2014) rather than generating ad-hoc, informal consent.
