The Entropy Bound Certificate: I Specified the Checker That Holds Any Early-Universe Model Against Paper #54's Bound, Premise by Premise

Specification paper for the bound-checker built on house paper #520's bounding statement for paper #54 Entry 2's owed cosmic entropy count: on seven printed premises (Pa CMB temperature 2.7255 K and Pb comoving radius 46.5 Glyr as literature inputs, Pc blackbody entropy per photon 3.6016 gated from constants, Pd neutrino share 0.954545, Pe adiabatic conservation with a stated factor-10 headroom, Pf the Egan-Lineweaver-class present-day interval 1e104-1e105 as a literature premise, Pg an early-slice baryon allowance), S_early < 1.1e91 k_B, S_early/S_max < 1e-32 against S_max = 2.32748e123, and entropy growth > 9e12. Gates re-run from the carriers: paper #54's exhibits reproduce from its three recovered copies and paper #216's sec.4 ledger (5.88237e9 / 1.14998e10) reproduces digit-for-digit, spent only as a cross-check (1.03136e90 vs the derived radiation total 1.03113e90, relative difference 2.23e-4), never as an input. The bound is re-derived premise by premise with each contribution printed (photons 5.27554e89; neutrino factor 1.954545; baryon allowance a fraction 8.7e-10; headroom x10; computed bound 1.03113e91, stated at the weaker 1.1e91). The checker takes an intake's stated S_early plus its position on each premise and stamps PASS / EXCLUDED / NOT CERTIFIED per conclusion, never as a blanket stamp: accepting all premises with S_early >= 1.1e91 is EXCLUDED; denying a premise is NOT CERTIFIED, not excluded (worked intakes include a pair stating the same 2e91, one excluded and one not certified on a Pe denial; a Pf denial leaves B1/B2 passable and B3 alone uncertified). Ablation prices the specification's own assumptions: Pe is load-bearing (deny it and no bound exists), its headroom costs exactly x10, Pg is negligible, Pa and Pb sensitivities follow their T^3 and R^3 scalings. No real external model is evaluated; the four intakes are constructed exhibits. INCREMENTAL (the bound is #520's, closed there at EXTENSION; the checker's rules and ablation accounting are new). Quantum gravity NOT SOLVED; vacuum catastrophe NOT SOLVED.

Abstract
