Inclusive and Equitable Education: An Analysis of Structural Challenges and Design of Accessibility Enhancing Solutions in Garut Regency, Indonesia
This study aims to examine in depth the challenges of accessibility to junior high school education in Garut Regency, which still shows serious disparities between regions and social groups. The problem focuses on the low transition rate from elementary school to junior high school, which indicates potential school dropouts and educational service inequality, especially in remote areas. To approach this problem, theoretical references from the social justice approach in education and community based policy decentralization were used. Data were collected through a literature study of official government documents, ministry of education, culture, research, and technology statistical reports, and related scientific articles. The data was analyzed qualitatively using content analysis to reveal patterns of policy, actors, and systemic barriers that affect access to education. This study concludes that limitations in the data collection system, the lack of village based interventions, and weak coordination between agencies are the main obstacles to increasing junior high school enrollment. This study recommends four strategic steps: strengthening the spatial data system, involving local communities, reforming the education assistance scheme, and innovating the curriculum and mentoring services in schools. These findings are expected to form the basis for regional education policies that are more inclusive, equitable, and based on the real needs of the community.
