Accommodation-Based Tourism Demand and Rural Labour-Market Dynamics in Kazakhstan: Evidence from a Regional Panel

Tourism-related opportunities may be unevenly distributed within regions where visitor activity and economic linkages are spatially concentrated. This study examines associations between regionwide accommodation-visitor growth and rural labour-market changes in Kazakhstan. Using a harmonised panel of 14 regions over 2003–2025, we estimate first-difference regressions with year fixed effects, region-clustered standard errors, and wild-cluster bootstrap inference. The principal sample contains 293 observations (290 with regional economic and agricultural controls). Neither rural employment intensity nor rural unemployment shows a statistically significant contemporaneous association with accommodation-visitor growth. Distributed-lag models fail to reject joint null hypotheses for current and lagged tourism-demand coefficients at the 5% level. Targeted temporal, territorial, and control-based checks likewise yield no statistically significant contemporaneous associations at the 5% level. However, exploratory specifications reveal statistically significant negative associations with rural employment intensity and, in restricted annual samples, rural unemployment. These findings are sensitive to sample selection and measurement horizon and do not establish causal effects. Accommodation visitors are measured regionwide, including urban destinations, while labour-market indicators cover rural residents across sectors. Consequently, the estimates identify neither tourism-specific employment effects nor mechanisms transmitting tourism-related opportunities to rural communities. The findings highlight spatial scale, indicator coverage, and statistical uncertainty.
