Who Is Preparing the Ground in Jalisco? Power, land and water in Greater Guadalajara (The Jalisco Files, Investigation 01, Version 4)
Working paper in progress. Version 4, evidence cutoff Nov. 2, 2026. In 2026, CFE moved a 480.5 MW power plant toward a construction award in Acatlán de Juárez. COINVIERTE offered about 90.9 hectares of public land for high-technology projects in Tlajomulco. Officials announced a public water plan of 24.7 billion pesos. CBRE reported that companies linked to data centers search for sites in the Guadalajara market. This paper tests whether these events connect to a data center operator. It states three hypotheses and a control case, lists 16 records with links to public sources, and measures progress in stages. At the cutoff, no public document names an operator tied to a site. The paper will change as new documents arrive. Online version with an interactive map: https://factaterrae.com/jalisco-files/
