Discourse–Institutional Safeguards Tension Analysis: Protective Responsibility, Independent Review and Correction
Starting from the proposition that protective discourse alone does not establish protective operation, this paper proposes examining connections between documented deterioration of the same value and loss of independent review alongside counter-explanations. CTK-SİT is the theoretical framework; Discourse–Institutional Safeguards Tension Analysis (SGGA, the Turkish acronym) is the proposed analytical approach. Accessible M2/M2-KD conditions, the ÖT1–ÖT7 preliminary screen and E0–E3 evidence discipline provide a bounded core for decisions with specified scope, period and documentary access. Safeguard declarations, formal provision, actual operation and effects are examined separately. The intended contribution is an auditable value–authority–review–cost–correction connection grounded in proposition-specific records and counter-explanations. An entirely fictional illustration contrasts capacity shortage with actions narrowing review. Decisions dependent on missing original definitions remain closed. No automatic score, conclusive causality, intent finding or legal determination is produced. Human application and empirical testing have not been undertaken; the work is a theoretical and methodological proposal awaiting examination, not a validated diagnostic instrument.
