A métrica do e-metanol marítimo entre a lei e o regulamento: interoperabilidade do Sistema Brasileiro de Certificação de Hidrogênio com o padrão RFNBO após o Decreto nº 13.096/2026
Brazilian e-methanol only captures a premium in markets that measure carbon per unit of energy. The question is whether the national certificate works as evidence at destination. Doctrinal-normative analysis of Brazilian, European and International Maritime Organization primary sources, with validity checked on 16 September 2026. The statute defines emissions intensity per unit of energy and imposes on the regulator a duty to provide interoperability mechanisms; the decree prescribed a mass unit for the carrier as well and left conversion undisciplined. The metric mismatch is not a legislative gap: it is an unfulfilled regulatory duty whose removal is a necessary, not sufficient, condition of recognition.
