Strategic Transformation of Maritime Human Capital: Building a Future-Ready Workforce for the Digital and Sustainable Era
This paper examines how digitalization, automation, and decarbonization are reshaping competency requirements in the maritime sector and proposes a framework for developing a future-ready workforce. A qualitative narrative synthesis of recent literature, regulatory instruments, and sectoral initiatives was conducted to assess the impact of digital twins, artificial intelligence, cyber-physical systems, alternative fuels, and autonomous vessels on maritime human capital. Findings indicate widening skill gaps, increasing technostress, heightened cybersecurity demands, and urgent needs for training aligned with Industry 4.0 and green-transition mandates. Workforce reskilling, institutional readiness, and collaborative governance are essential for managing these transformations. The study provides actionable guidance for maritime education and training (MET) institutions, maritime organizations, and policymakers to integrate training, organizational design, and regulatory adaptation with technological and environmental changes. Emphasizing equity, inclusion, and well-being ensures that workforce transformation benefits all stakeholders. This study integrates technological, regulatory, and socio-organizational perspectives to provide a strategic roadmap for maritime human-capital development.
