A essencialidade do serviço público diante das transformações digitais e do orçamento escasso: a estabilidade como garantia de continuidade das políticas públicas de saúde e educação

This article analyzes the essential nature of public service in the face of digital transformations and budgetary constraints confronting Public Administration in Brazil, from the perspective of a State fit for the 21st century. It is a qualitative, exploratory study based on a review of legal doctrine, legislation, and case law regarding civil servant tenure. The study concludes that digital transformations and budgetary constraints pose significant challenges to Public Administration but do not diminish the importance of public service or the need to maintain a workforce of tenured civil servants.
