How mature is the Finnish open research information landscape?

In research assessment, the independence and transparency of data, infrastructures, and criteria are prerequisites for responsible practice, as also emphasized in the Agreement on Reforming Research Assessment (Arentoft et al 2022). However, current practice relies heavily on closed commercial databases (e.g., Web of Science, Scopus), and the transition to open research information remains slow and challenging. We examine the maturity of Finland’s open research information landscape for responsible research assessment, defining “open infrastructure” as infrastructure that is, at the minimum, nationally accessible and furthermore focusing only on data already available for research assessment. Methodologically, we conduct a national-level review using two complementary frameworks. First, we apply the conceptual architecture created by the CoARA working group 'Towards Open Infrastructures for Responsible Research Assessment', which structures open infrastructures into four tiers (Foundation, Publishing Venues, Metadata Aggregation, Assessment Support) to assess maturity at each level (Manola et al 2025). Second, we use the Open Science and Research Reference Architecture 2024–2030, a national framework mapping key data, services, and stakeholders, to contextualize capabilities and responsibilities (Open Science Coordination in Finland, 2024). We also solicit research organizations’ reflections on how realistic current open infrastructures are for assessment, identifying gaps and priorities. Our results provide evidence-based insight into what works and what does not, revealing bottlenecks and critical gaps. Based on these findings, we recommend focal developments and address their interdependencies. These findings inform priorities for open infrastructure development in support of responsible research assessment, contributing to ongoing Nordic and European research policy discussions. Abstract
