Law Enforcement Intelligence Operations within the System of Measures to Counter Violations of Professional Discipline in Internal Affairs Agencies

This article examines issues regarding the maintenance of service discipline within internal affairs agencies and units, as well as the role of operational-search activity within the system of measures to counter violations of such discipline. The authors demonstrate the existence of an established law enforcement practice showing that supervisory-preventive measures and certain operational-search activities serve as tools used by the subjects of operational-search activity to monitor compliance with service discipline by personnel, civil servants, and employees of internal affairs agencies. It is noted that the existing legal uncertainty regarding the implementation of these measures for ensuring state security and maintaining discipline points to signs of stagnation in the legislation governing operational-search activity.
