Policy Brief: Dynamics in Return Implementation: Perspectives from Desk Officers

Drawing on research undertaken within the FAiR project, this policy brief examines bottlenecks in return cooperation and questions whether these merit confrontational approaches. The brief adopts the position of officials involved in implementation and focuses on processes of migrant identification and travel document issuance.
