“Hundreds of Darnella Fraziers”: The Role of Synergistic Witnessing During Minnesota’s Operation Metro Surge

The Trump administration’s 2025–2026 immigration enforcement operation in Minnesota, Operation Metro Surge, prompted a loose network of hundreds of Twin Cities citizens, documenting and tracking ICE agents’ movements. Drawing on twelve in-depth, semi-structured interviews with local and national visual journalists who covered the Surge, this study examines how professional journalism routines were affected by citizen documentation of ICE’s actions in Minnesota. The findings indicate that journalists felt enabled and supported in their work by citizens, even as they did not operate under the same ethical structures. Extending beyond previous research, this study identifies, through the marriage of citizen and journalistic witnessing, a third form of documentation: synergistic witnessing. Synergistic witnessing is a distinct, non-collusive act of observation that reflects the increasingly essential role citizens play in the practice of journalism. Through the identification of synergistic witnessing, this study demonstrates that a on citizen witnessing does not inherently pose a threat to journalism’s professional boundaries but can instead help in the building of a more durable and inclusive news ecosystem.
