Intersectoral Consolidation to Accelerate Community Cohesion Processes in Ukraine
The relevance of the study is driven by the need to search for new effective mechanisms for adapting Ukrainian territorial communities to large-scale military and socio-economic shocks. Traditional approaches to community management are losing their effectiveness, requiring the consolidation of efforts of all local stakeholders. The aim of the article is to substantiate the theoretical and practical foundations of intersectoral cooperation and to develop a step-by-step mechanism of coordinated actions by local development actors to accelerate community cohesion and preserve their human potential. An assessment of the financial capacity of a sample of communities in the Kyiv region confirmed the deepening of structural polarization and interregional disparities among domestic territories. A deep gap was identified between high-capacity communities that accumulate human capital and carry out capital reconstruction of the environment, and vulnerable territories where the consumption (“eating up”) of resources and spending the bulk of the budget on maintaining the administrative apparatus become the key destructive elements. Despite the gradual revival of entrepreneurial activity and the growth of local budgets’ own revenues, local financial stability remains precarious due to the rapid spread of budget deficits, the scale of destruction, and high unemployment rates. The article substantiates the conceptual foundations of coordinated cooperation aimed at increasing the resilience of territorial communities amid security, demographic, and economic challenges. Based on institutional analysis, the competencies of four key actors are delineated: local government bodies (management center), business entities (economic base), scientific institutions (analytical expertise), and residents (source of social capital). A phased framework for joint actions has been developed, ensuring a consistent path from diagnosing local problems to implementing joint projects and conducting a final assessment of their impact on public wellbeing. The practical value of the proposed approach lies in optimizing the use of internal community potential and eliminating contradictions among management participants.
