NORMATIVE CRITERIA FOR RELATING JUSTICE AND EFFICIENCY IN SOCIAL REFORMS
The article examines justice and efficiency in the assessment of social reforms. It separates aggregate outcomes, distributive effects and public justification. Aggregate benefit is challenged as a sufficient indicator of justice. Efficiency is assessed within explicitly justified normative constraints. The findings support a multicriteria comparison of reform alternatives.
