IMPACTOS SOCIOAMBIENTAIS DE UM CÓRREGO A CÉU ABERTO EM TERESINA (PIAUÍ) E SUAS REPERCUSSÕES NA ECONOMIA LOCAL
This article aims to analyze the negative externalities in the social, economic, and environmental spheres resulting from the presence of an open-air stream in the Manoel Evangelista neighborhood, in the southeastern area of Teresina, Piauí (Brazil). The specific objectives made it possible to identify the social, environmental, and economic impacts of the stream on local residents, characterize the actions taken by public authorities to address problems arising from open-air streams, and indicate possibilities for revitalizing the investigated area based on residents' demands and needs and the United Nations (UN) Sustainable Development Goals, particularly SDG 11. The research adopts a qualitative-quantitative approach, drawing on analyses of bibliographic data, documentary information, and field data collection, the latter involving 50 residents of the Manoel Evangelista neighborhood. The results revealed that solid and chemical waste discharged untreated into the stream, crime in the area surrounding the stream, the lack of basic sanitation and infrastructure, and open burning were the main social and environmental impacts resulting from the stream. These problems intensified direct impacts on the neighborhood's microeconomy, with weaknesses in the development of commerce and social entrepreneurship. In this regard, it was concluded that revitalization of the stream was possible, and that the success of urban planning policies should be guided by residents' demands and needs and by the recommendations of UN SDG 11.
