Evaluasi Aplikasi Manajemen Persuratan Berbasis Web pada Cabang Dinas Kehutanan Wilayah Kabupaten Sumenep
Correspondence management at the Sumenep Regency Forestry Service Branch faces scattered archives, remote approval constraints, and incomplete disposition records. Application support for process traceability and user experience across four service areas has not been evaluated jointly. This study offers a contextual contribution by combining assessments of archives, role-based authorization, dispositions, and user experience within internal correspondence management. It evaluates a web-based application and identifies improvements. An evaluative qualitative descriptive method employed observations, informal interviews, document reviews, and technical inspections, complemented by the User Experience Questionnaire (UEQ). Operational evidence covered May–September 2026, with January–April records providing available comparisons. The October 12, 2026 survey involved 11 users excluding the author: four managerial officials and seven staff members. The application provides digital archives, hierarchical approvals, dispositions, and assignment letters. One outgoing letter required 39 minutes from submission to finalization; recovery testing succeeded within its scope. All six UEQ scales scored 2.32–2.59 and achieved Excellent benchmark ratings. Findings indicate support for correspondence traceability and positive user perceptions; however, performance improvements cannot be quantified without comparable baseline measurements. Form protection, PDF processing, and backup procedures require strengthening. Implementation supports SDG 16, Target 16.6, through documented authority and traceable administrative processes at the work unit level.
