Pre-registration (Stage 1): Evaluator-guided LLM discovery of solution algorithms for sovereign default models

Stage 1 pre-registration. Fixes the certification protocol, the sealed evaluator source, the tolerance-calibration rule, hypotheses, budget and stopping rule for an evaluator-guided LLM search over solution algorithms for the ARAP e3 sovereign default engine. Includes a pipeline validation on a public test-bed model (Arellano 2008). Sealed artefacts are committed by SHA-256 in MANIFEST.json and will be released after the study. No search run has been executed.
