Climate Resilience and Smart Community Governance Through Digital Transformation

This research has investigated the concept of digital transformation as a way to build climate resilience and smart community governance. In particular, this study sought to explore the ways in which digital technology, data-driven decision-making, intelligent infrastructures, and participatory governance can help communities prepare for, respond to, and recover from climate risks. In this regard, qualitative and conceptual research approach has been used in order to identify relevant concepts of climate resilience, smart community, digital governance, sustainability, and community participation. Technologies that may contribute to climate risk assessment, resource management, emergency response, and community planning such as artificial intelligence, IoT, big data analytics, cloud computing, digital platforms, and geographic information systems have been considered in the analysis. This research has developed a conceptual framework that incorporates climate risk assessment, digital data gathering, intelligent analysis, smart infrastructures, stakeholder participation, adaptive governance, and continuous monitoring into an organized resilience process. In addition, special attention was paid to transparency, inclusiveness, accessibility, data security, privacy, and human-centered decision-making in digital transformation. According to the research, digital transformation can serve as an integrative platform for addressing climate risks, coordination of institutions, evidence-based governance, and increasing community resilience. The framework highlighted that the use of technology should supplement but not substitute human thinking, institutional accountability, and community engagement. The research made a contribution to the formation of a conceptual basis for the combination of digital transformation and climate-resilient/smart community governance.
