MECHANISM FOR DEVELOPING THE TRANSFER POTENTIAL OF AGRICULTURAL HOLDING LOGISTICS CENTERS

The article substantiates the theoretical and methodological provisions for developing a mechanism aimed at enhancing the transfer potential of agricultural holdings’ logistics centers. Transfer potential is interpreted as the ability of a logistics center to ensure the transmission, adoption, integration, and scaling of technologies, information, resources, managerial decisions, and logistics practices. It is established that its development depends not only on the availability of transport and warehousing infrastructure but also on the level of digitalization, personnel readiness, partnership interaction, institutional alignment, and route resilience. The proposed mechanism is presented as a system of organizational, economic, technological, information-analytical, institutional, and regulatory levers. Its structure comprises target-oriented, subject–object, resource–instrumental, process, and resultoriented components. The study outlines the diagnostic, design, implementation, coordination and adjustment, and performance-monitoring stages of the mechanism. The infrastructure modernization, digital integration, organizational partnership, regulatory harmonization, and environmental sustainability vectors of its practical implementation are substantiated. A methodological approach to assessing transfer potential is developed by combining basic infrastructure and logistics capacity with a mechanism activation coefficient. The basic component is calculated using storage capacity, the number of logistics nodes, multimodality, and freight-flow intensity. The proposed approach is tested using publicly available data on Kernel, Nibulon, and Astarta. The calculations show that Kernel’s basic index equals 0.992, Nibulon’s 0.784, and Astarta’s 0.303. These values primarily characterize the physical scale of the companies’ logistics systems, whereas their actual performance depends on digital integration, management quality, partnerships, and risk exposure. The practical significance of the proposed mechanism lies in its applicability to substantiating investment decisions, identifying digitalization priorities, diversifying transportation routes, and assessing development reserves of agricultural holdings’ logistics centers.
