EFEKTIVITAS PENGINPUTAN ANGGARAN DENGAN PENGGUNAAN TEKNOLOGI SISTEM INFORMASI PEMERINTAH DAERAH (SIPD) PADA BADAN KEUANGAN ASET DAERAH KABUPATEN TAKALAR

Budget data entry through the Regional Government Information System (SIPD) serves as a strategic instrument in realizing transparent, accountable, and efficient regional financial governance. This study aims to describe the effectiveness of budget data entry using SIPD technology at the Regional Financial and Asset Agency (BKAD) of Takalar Regency. A descriptive qualitative approach was employed, collecting data through in-depth interviews with six key informants, direct observation of the SIPD-RI application, and regulatory documentation reviews. Data analysis was conducted following Miles and Huberman's interactive model across the dimensions of input, process based on the Technology Acceptance Model (TAM), output, and outcome. The findings indicate that the implementation of SIPD has generally operated effectively, as evidenced by regulatory compliance, centralized data integration, high perceived usefulness, and the attainment of an Unqualified Audit Opinion. Nevertheless, operational effectiveness remains constrained by central server instability, limited operational manual guidelines, the suspension of periodic technical training, and suboptimal coordination among operators. ABSTRAK Penginputan anggaran melalui Sistem Informasi Pemerintahan Daerah (SIPD) merupakan instrumen strategis dalam mewujudkan tata kelola keuangan daerah yang transparan, akuntabel, dan efisien. Penelitian ini bertujuan untuk mendeskripsikan efektivitas penginputan anggaran dengan teknologi SIPD pada Badan Keuangan Aset Daerah (BKAD) Kabupaten Takalar. Pendekatan yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam terhadap enam informan kunci, observasi langsung pada aplikasi SIPD-RI, dan telaah dokumen regulasi. Analisis data dijalankan melalui model interaktif Miles dan Huberman dengan menelaah dimensi input, process berbasis Technology Acceptance Model (TAM), output, dan outcome. Hasil penelitian menunjukkan bahwa implementasi SIPD secara umum telah berjalan efektif yang ditandai oleh kepatuhan regulasi, integrasi data terpusat, tingginya persepsi kemanfaatan (perceived usefulness), serta perolehan opini Wajar Tanpa Pengecualian. Namun, efektivitas sistem belum sepenuhnya optimal akibat kendala ketidakstabilan server pusat, keterbatasan panduan teknis operasional, terhentinya bimbingan teknis berkala, serta koordinasi teknis antar-operator yang masih minim.
