An Integrated Maturity-Compliance Framework for Sustainable Public Photovoltaic Asset Management
The expansion of photovoltaic generation in public organizations has become an important instrument of energy policy, public expenditure reduction, and institutional sustainability. However, the long-term effectiveness of these investments depends not only on installed capacity, but also on the ability of public organizations to preserve energy performance, availability, safety, and economic value throughout the asset life cycle. This paper proposes an integrated framework for the sustainable management of public photovoltaic assets, combining two independent and complementary tools: the Technical-Managerial Operation and Maintenance Maturity Index, which assesses the structuring of management practices, and the Contract Execution Compliance Index, which evaluates the fulfillment of contractual obligations during service delivery. The research is applied, exploratory-descriptive, documentary, and propositional, based on public procurement documents and photovoltaic operation and maintenance contracts. The model includes dimensions related to maintenance planning, cleaning, energy monitoring, technical records, contract oversight, safety, and economic management. The integrated analysis distinguishes four governance conditions: vulnerable management, compliance without technical sufficiency, unrealized management capacity, and consolidated management. The study concludes that sustainable public energy governance requires maturity and compliance to be assessed separately to improve procurement design, contract oversight, accountability, and asset performance.
