The New Governance Layer: How Regenerative Economies Are Ruled Without Recreating the Center

This white paper states, defines, and operationalises the New Governance Layer (G-layer), originated by Jude Onemolease: the layer that must govern flows of power, decision, participation, and resources in a regenerative economy without recreating a centre. Regenerative economics fails if governance stays at the old seats — state versus market versus platform. Those seats can host organs. They cannot, by themselves, coordinate a Planetary Economic Ecosystem under nodal sovereignty. The paper supplies a canonical definition; a standard modal representation; limits of regulation, ESG, and platform terms of service; the functions the layer must perform; distributed decision architecture; contribution-weighted voice versus one-token-one-vote; auditability, legitimacy, and dispute resolution; the relation to SOS and sovereign ultrastructure (complement, not copy); industry cases; and diagnostics. UMEI module lists and a world constitution remain out of scope. The argument is universal and non-sectarian.
