THE RESIDENTIAL RENTAL MARKET AS A COMPONENT OF THE SOCIO-ECONOMIC DEVELOPMENT OF UKRAINE'S REGIONS

The article examines the role of the residential rental market as an important component of the socio-economic development of Ukraine's regions in the context of contemporary challenges and post-war reconstruction. It is substantiated that the housing rental market should be regarded not only as a segment of the real estate market but also as an effective instrument for ensuring labour mobility, strengthening human capital, increasing regional investment attractiveness, and improving the quality of life. The study demonstrates that an efficient residential rental market contributes to balancing regional labour markets, reducing social inequality, stimulating entrepreneurial activity, and creating favourable conditions for sustainable territorial development. Special attention is paid to the transformation of the residential rental market under the influence of military aggression, large-scale internal displacement, destruction of the housing stock, and changes in regional housing demand. It is emphasized that the development of affordable rental housing has become one of the key prerequisites for supporting internally displaced persons, attracting qualified specialists, restoring economic activity, and ensuring the successful postwar recovery of Ukrainian regions. The paper identifies and systematizes the main directions through which the residential rental market influences regional socio-economic development, including economic, social, demographic, labour, educational and innovation, recovery, and institutional-digital dimensions. Based on this classification, a comprehensive system of practical recommendations is proposed for improving the functioning of the residential rental market. For each direction, expected implementation outcomes and potential risks are determined, making it possible to assess the feasibility of the proposed measures and identify possible barriers to their implementation. The research argues that the further development of the residential rental market requires a combination of economic incentives, social support mechanisms, institutional reforms, and digital transformation of housing policy. Particular emphasis is placed on the necessity of introducing modern digital tools for market regulation, increasing transparency of rental relations, improving information support for decision-making, and reducing the shadow segment of the housing rental market.
