INTERNATIONAL PARTNERSHIP AS A STRATEGIC MANAGEMENT TOOL IN THE HEALTHCARE SYSTEM: MODERN CHALLENGES AND OPPORTUNITIES

The study addresses the urgent necessity of integrating international partnership mechanisms into the strategic management framework of Ukrainian healthcare institutions amidst systemic sector reforms, ongoing geopolitical challenges, and severe budgetary constraints. Under current socio-economic pressures, traditional passive administrative models relying solely on state funding demonstrate limited capacity to maintain institutional sustainability and ensure high standards of medical care. This paper examines the imperative transformation of municipal and state healthcare facilities into proactive entities capable of establishing effective international cooperation networks. The research focuses on the theoretical and practical aspects of strategic alignment between internal management capabilities and external global opportunities. It discusses the critical institutional, legal, and organizational barriers that currently impede the expansion of foreign economic activities within medical organizations, with a specific emphasis on institutional inertia, bureaucratic delays, and the deficit of specialized management competencies. The article outlines the conceptual framework for categorizing international collaboration into targeted strategic vectors, addressing resource allocation, intellectual and clinical capacity building, and institutional reputation enhancement through global quality certification systems. Furthermore, the paper considers the methodological foundations for implementing specialized strategic management instruments, such as the Healthcare Facility Fundraising Map, aimed at transitioning from reactive resource gathering to structured, long-term donor engagement. The organizational transformations required to establish a dedicated international cooperation and grant management unit within healthcare facilities are thoroughly conceptualized. The discussion emphasizes the changing role of healthcare executives from traditional medical administrators to proactive chief executive officers capable of navigating complex international landscapes, leveraging cross-border partnerships, and strengthening organizational resilience.
