VECTORS OF PUBLIC-PRIVATE PARTNERSHIP DEVELOPMENT BASED ON AN ECOSYSTEM APPROACH IN UKRAINE
The study investigates the principles of public-private partnership (PPP) development as a key instrument for the post-war reconstruction of Ukraine. It is substantiated that traditional approaches ignore systemic interconnections and disrupt the integrity of the economic environment. Based on the analysis of the regulatory and legislative framework, a comprehensive mechanism for evaluating and initiating investment projects has been developed. It is established that the integration of «UNECE PIERS» criteria and risk filters eliminates the human factor, screening out projects that reduce overall resilience for the sake of quick profit. Six vectors of PPP development have been formulated, including the legalization of the ecosystem approach, prevention of unfair behavior by the parties, digitalization of management through smart technologies, scaling of circular infrastructure, synchronization of local projects with global capital, and the introduction of the institution of small investors to strengthen direct public control. It is proven that these vectors will ensure the structural unity of interaction between the state, business, and the community, transforming sustainability requirements into effective investment incentives.
