FORMATION OF THE RESOURCE POTENTIAL OF UKRAINE’S INNOVATION-BASED ECONOMIC MODEL UNDER CONDITIONS OF STRUCTURAL TRANSFORMATIONS

The article substantiates the theoretical and methodological foundations of forming the resource potential of Ukraine’s innovation-based economic model under conditions of structural transformation. The study systematizes scientific approaches to the interpretation of resource potential and identifies their evolution from resource-based and systemic approaches toward dynamic, competence-based and dynamic-innovation approaches. The theoretical provisions of the resource-based view, the dynamic capabilities approach, the theory of endogenous technological change, and the national innovation systems concept are developed in relation to the macroeconomic level. The article proposes an author’s definition of the resource potential of an innovation-based economic model as a systemic combination of resources, capabilities, competencies, and institutional conditions that enable the creation, attraction, transformation, and effective use of resources for generating, implementing, and scaling innovations. A structure consisting of nine interrelated components is substantiated: financial-investment, human, scientifictechnological, material-infrastructural, information-digital, natural-resource, institutional, network, and security. The proposed approach shifts the focus from the quantitative availability of resources toward the ability of the economic system to mobilize, combine, transform, reproduce, and protect them. A cyclical concept of resource-potential formation is developed, covering mobilization, integration, transformation, reproduction, and scaling of resources and incorporating a security and resilience contour. This approach creates a theoretical basis for assessing and managing the resource provision of Ukraine’s innovation-based economic model in conditions of war, technological change, digitalization, European integration, and structural transformation. The results can be used for developing mechanisms of resource mobilization, innovation policy and strategic economic planning at the national and regional levels.
