APPROACHES TO THE COMPREHENSIVE ASSESSMENT OF THE EFFICIENCY OF COMMUNICATION AND INFORMATIZATION SERVICES IN KASHKADARYA REGION

This paper outlines approaches to the comprehensive assessment of the efficiency of communication and informatization services in Kashkadarya Region. It proposes an assessment framework combining economic performance, infrastructure utilization, service quality, accessibility, and affordability. Particular attention is given to distinguishing service expansion from efficiency improvements and accounting for differences between urban and rural areas. The proposed approach involves selecting indicators, normalizing their values, and combining them into a composite index using explicitly defined weights. Comparative assessment across cities and districts can help identify infrastructure gaps and priorities for resource allocation. The framework provides a conceptual basis for monitoring service performance and supporting regional development decisions; its empirical application requires consistent and comparable territorial data.
