Концептуальні засади статистичного забезпечення управлінських рішень щодо відтворення трудового потенціалу туристично-готельного сектору

The relevance of the study stems from the importance of human capital for the competitiveness of the tourism and hospitality sector amid labour market transformations and demographic change. The sector’s labour intensity, seasonality, and reliance on professional competencies require improved statistical support for workforce decisions. The study aims to substantiate the conceptual foundations of statistical support for managerial decisions concerning the reproduction of labour potential and determine its practical applications. A theoretical and conceptual design combining systems, process-based, and multilevel approaches was employed. In Ukraine, war, forced migration and incomplete observations intensify the problem. A targeted comparative analysis of 24 sources, structural and functional mapping, and conceptual modelling were applied. A matrix links the formation, utilisation, retention, development and renewal of labour potential to indicative measures, possible information sources and workforce decision tasks. Informational, analytical, forecasting and managerial components are related to six operational stages. A second matrix specifies information use by national, regional, sectoral, enterprise and educational actors, intervention mechanisms and monitoring of potential changes. The originality of the study lies in mapping the five reproduction processes to workforce information requests and user actions, supplemented by a rule aligning conclusions with data quality. Compared with the general statistical production framework of GSBPM, the contribution specifies relationships between workforce problems, measures, decision users and monitoring; iteration is not claimed as an original feature. Documented problems, scenario assumptions and information gaps are distinguished. In practical terms, the framework can support workforce monitoring and the design of decision-related information systems. The principal limitation is the absence of empirical validation. Official statistical examples illustrate coverage and comparability requirements rather than establish the effectiveness of the proposed framework. Further research should pilot indicator availability, source compatibility and the usefulness of results for specific workforce decisions. Article type: theoretical.
