Conditions for Achieving Sustainable Development in Sudan: Political, economic, social and environmental challenges and recovery priorities
Sudan's development challenges require an explanation that connects armed conflict, institutional capacity, livelihoods, social inclusion and environmental protection. This article examines the conditions under which recovery can support sustainable development rather than reproduce earlier patterns of exclusion. It uses a structured narrative review of selected scholarly and institutional sources, including dated economic estimates, household surveys and humanitarian reporting available up to 2 November 2026. The findings identify five interconnected conditions: protection of civilians and access to essential services; accountable and inclusive institutions; recovery of productive livelihoods and public finance; equitable investment in human capabilities; and environmentally responsible reconstruction. Peace is indispensable to nationwide transformation, but local service protection and livelihood recovery should not wait for a complete political settlement. Published estimates indicate severe economic contraction, while household and education evidence demonstrates uneven access to income, health care and learning. These sources differ in population, observation period and method and cannot be combined into a single national development score. The article proposes a framework linking enabling conditions, recovery mechanisms and measurable outcomes, together with a sequenced implementation matrix. It concludes that a sustainable recovery should be assessed through safe access, functioning services, restored livelihoods and fair distribution, alongside aggregate economic indicators. Recommendations emphasize conflict-sensitive planning, transparent financing, community participation and environmental safeguards, with explicit attention to the uncertainty of evidence produced during war.
