IDENTIFICATION OF FACTORS INFLUENCING THE ORGANIZATIONAL AND ECONOMIC SUPPORT FOR THE APPLICATION OF ARTIFICIAL INTELLIGENCE AND BIG DATA

The article identifies and systematizes the factors that influenced the organizational and economic support for the application of artificial intelligence and big data in project activities in Ukraine and the European Union during 2021–2025. The relevance of the study is determined by the growing role of intelligent analytics in project planning, forecasting, and the monitoring of schedules, costs, and risks. It is emphasized that the technological availability of AI does not guarantee its effective application without an appropriate regulatory environment, financing, digital infrastructure, high-quality data, competent personnel, and organizational readiness for change. The methodological framework combines comparative analysis, systematization, grouping, and synthesis of statistical data and scientific publications. The study distinguishes institutional and legal, financial and investment, human resource and competence-related, technological and infrastructural, and market and behavioral factors. These factors are classified according to the nature of their influence, source of origin, degree of regulation, and persistence. The findings demonstrate that structural enabling factors prevail in the EU due to regulatory certainty, programme-based financing, a developed data market, access to cloud services, and substantial human capital. In Ukraine, the application of AI and big data analytics is constrained by wartime risks, financial limitations, the migration of specialists, fragmented infrastructure, and an incomplete regulatory environment. The effectiveness of digital technologies in projects is found to depend on the coherence of governmental, market, and organizational mechanisms. The practical significance of the results lies in the applicability of the proposed classification to assessing enterprise readiness for data-driven project management. Priority areas include the development of data governance standards, digital infrastructure, analytical competencies, and a system of comparable indicators for measuring AI adoption by Ukrainian enterprises.
