Assessing Foundational Conditions for Immersive Commerce in Jordan: Payment-System Throughput, Consumer Participation, and Measurement Boundaries

Immersive commerce depends on conventional transaction infrastructure while also requiring additional interface-specific capabilities. This study develops a proposed socio-technical diagnostic framework and applies it to Jordan to examine foundational conditions relevant to immersive commerce. The study combines published weighted Global Findex indicators, administrative payment-system records, and the 2025 UNDP/UNCDF ecosystem assessment while preserving their distinct measurement units and inferential roles. Because a documented change in JoMoPay reporting followed the late-2021 system upgrade, longitudinal administrative growth calculations are restricted to the 2022–2024 reporting window. Recorded transactions across JoMoPay, CliQ, and eFAWATEERcom increased from 60.7 million in 2022 to 206.9 million in 2024, an increase of 240.9%, with CliQ accounting for 52.7% of the absolute increase. Published Global Findex point estimates for adults making a digital payment were 20% in 2021 and 27% in 2024, while the original-precision merchant-payment estimates were 11.9% and 12.5%, respectively. Because survey modes differed between waves and the design-based uncertainty of the cross-wave difference is not estimated here, the 0.6-percentage-point difference is reported descriptively and is not interpreted as evidence of population-level growth, stability, or decline. This study contributes a transparent measurement architecture that distinguishes foundational capacity, recorded system throughput, population participation, merchant-side contextual evidence, and immersive-specific requirements. It does not directly measure immersive-commerce adoption or scalability.
