BRILIAN Bioeconomy roadmap: legal framework (Second bulletin) D3.5

This deliverable presents the second BRILIAN Policy Bulletin, providing an updated overview of the evolving European policy and legislative framework affecting the rural bioeconomy and the deployment of bio-based initiatives. Building on the first Policy Bulletin, it examines recent EU policy developments and their potential implications for rural actors, bio-based industries and the cooperative business models promoted within BRILIAN. The report analyses key European policy initiatives related to the bioeconomy, including the Competitiveness Compass, the Vision for Agriculture and Food, the Clean Industrial Deal, the Omnibus Simplification Packages and the revision of the EU Bioeconomy Strategy. It also reviews developments in relevant legislation covering packaging and packaging waste, food waste, renewable energy, nature restoration, carbon farming, green claims and wastewater treatment. Particular attention is given to regulatory and market barriers affecting bio-based products, including the need for clearer and more coherent policy frameworks, improved market incentives, appropriate use of biomass and reduced administrative burdens. The deliverable also identifies opportunities for strengthening investment, innovation and the role of primary producers in sustainable bio-based value chains. Finally, it summarises key policy gaps and recommendations intended to support the development of a competitive, circular and sustainable European bioeconomy.
