INTEGRATING RVS AND DCR FOR A COMPREHENSIVE SEISMIC VULNERABILITY ASSESSMENT OF EXISTING BUILDINGS

Southeast Asia faces significant seismic risk, but many public buildings in developing countries still lack adequate vulnerability assessments to address earthquake hazards. This study evaluated the vulnerability of buildings by integrating the Rapid Visual Screening (RVS) and Demand Capacity Ratio (DCR) methods at five government-owned public buildings in Surakarta, Central Java. The RVS analysis showed that four of five buildings had scores < 2, indicating high earthquake vulnerability. Furthermore, the DCR assessment revealed inconsistencies in public parking buildings and health facilities with respect to the strong-column-weak-beam principle as stipulated in SNI 1726:2019. Key factors affecting vulnerability include building irregularities, soil types, and regulatory standards during the planning process. The integration of RVS and DCR provides a more comprehensive evaluation process by combining a quick visual inspection with an in-depth structural capacity analysis. This study offers a practical contribution by providing a tool for relevant authorities to identify and prioritize strengthening building structures to reduce the impact of future seismic disasters.
