Evaluasi Penyelenggaraan Labkesmas Sesuai KMK No. HK.01.07/MENKES/1801/2024 di Laboratorium Kesehatan Kabupaten Purwakarta
Strengthening the Public Health Laboratory (Labkesmas) is an important component of Indonesia’s health system transformation, particularly in primary care and health resilience. Minister of Health Decree Number HK.01.07/MENKES/1801/2024 establishes minimum standards for Labkesmas services, human resources, facilities, infrastructure, and equipment. This study evaluated the implementation of Labkesmas at the Purwakarta District Health Laboratory against these standards. A descriptive qualitative design involved nine informants selected purposively. Data were collected through in-depth interviews, participatory observation, and document review, then analyzed using the Miles and Huberman interactive model, the Input-Process-Output framework, and the Level 2 Labkesmas Minimum Standard Checklist. Results showed that all eight mandatory Level 2 functions were implemented, although none operated optimally. The laboratory had 14 technical personnel, exceeding the minimum requirement of nine, but Epidemiologist and Entomologist competencies were completely unavailable. The available land area was 237 m², only 10.6% of the required 2,226 m², while the building area reached 737 m² or 47.7% of the required standard. Only 25 of 78 equipment types met the required quantity. Despite these limitations, the laboratory had obtained Ministry of Health accreditation and ISO 17025:2017 certification. Overall, process implementation was relatively aligned with standards, but input deficiencies, especially facilities, infrastructure, competencies, and equipment, remain the main priorities for improvement.
