INVERTED MIGRATION: A Synthecratic Model of Transborder Development, Integration, and Community Capacity Assessment.
This article proposes the concept of Inverted Migration, a model of transborder development in which people living outside their country or community of origin can contribute to its development without necessarily returning physically. The concept shifts the analytical focus from population movement itself to the organization of people’s voluntary participation in territorial development through knowledge, professional competencies, social networks, entrepreneurial initiatives, partnerships, and other forms of cooperation. Within the Synthecracy methodology, Inverted Migration is considered an adaptive process that combines the identification of social needs, data collection and verification, analysis, knowledge synthesis, scenario simulation, responsible decision-making, implementation, auditing, and social learning. Particular attention is paid to the conceptual architecture of the Inverted Migration Simulation Platform (IMSP), a digital platform proposed for development as a web-based tool for preliminary analysis of a community’s development opportunities. Community representatives would be able to enter data on population, needs, resources, infrastructure, potential participants, and constraints in order to obtain an analytical assessment of two principal scenarios: integrating participants into an existing community or establishing a new settlement. Simulation results are intended to show potential opportunities, resource gaps, risks, critical conditions, and questions requiring additional verification. The article formulates a definition of Inverted Migration, eight principles, spatial models, the conceptual architecture of a simulation tool, and hypotheses for further testing. The proposed model is conceptual in status and requires further theoretical comparison, prototype development, and empirical evaluation.
