The aim of this study is to describe everyday practice in public organizations. Competence of health security of authorities in arctic area and on the Finnish-Russian border has been focused. An assumption of language’s power to construct our reality in social constructionism framework was taken seriously, when news was involved as research material. This news was full of stories about the unknown dog came from Russia area to Finland. From research material the language and discourses were interpreted. From verb analysis, a part of discourse analysis, discourse of trust, and towards discourse of bureaucracy of superior authority, discourse of human thinking of local authority was constructed. In addition, several authorities with several roles were revealed. The authority-connected verbs were more negative than positive oriented, but finally, trust was constructed between authorities, but also between citizens and authorities.
