Multi-project Planning of Repair Work on the Street and Road Network

Relevance . It by the need for coordinated planning of repairs to several elements of the street and road network under limited budgets determines the relevance of the topic at limited budgets, production resources, and minimization of transport delays. Purpose: The aim is to develop a consistent two-level model for forming a targeted program, calendar and resource schedule for repair work on the street and road network, supplemented with an adaptive heuristic mechanism for resolving resource conflicts. Methodology: Multi-criteria optimization, mixed integer linear programming, network planning, and priority heuristics. The model for selecting the object, period, and type of intervention is proposed at a strategic level, with limited budget, normative network, and mutual exclusion of solutions. The multi-mode scheduling problem is formulated at the operational level, with precedence relationships, constraints on renewable resources, and weighted project delays. Special attention is paid to the heuristic approach to planning in the event of resource conflicts. Research findings: The proposed six-stage closed-loop scheme for multi-project planning of repair work on the road network links diagnostics, data updating, forecasting, program formation, resource planning, implementation, and control. A set of variables, indexing, and conditions for the admissibility of the mathematical model are specified. A procedure is proposed for the adaptive dynamic management using heuristic rules to select a stage in the event of a resource conflict.

Abstract
