Challenges Experienced by Barangay Local Governance Unit Members in the Implementation of Barangay Drug Clearing Program (BDCP) in Iloilo City
This study examined the challenges experienced by Barangay Local Governance Unit (BLGU) members in implementing the Barangay Drug Clearing Program (BDCP) in Iloilo City. Using a descriptive quantitative research design, the study involved 90 respondents composed of Punong Barangays and Barangay Secretaries selected through purposive sampling. Data were collected through a validated survey questionnaire that assessed institutional, resource-related, community-related, and implementation or procedural challenges. The findings revealed that resource-related challenges were the most pressing, including inadequate budget allocation, insufficient logistical support, lack of trained personnel, and absence of incentives for volunteers and committee members. Community-related challenges, such as low participation, stigma, and limited cooperation, also emerged as significant barriers. Institutional and procedural issues, though relatively less severe, still affected the efficiency of BDCP implementation. Statistical analysis using the Mann-Whitney U and Kruskal-Wallis tests indicated no significant difference in the challenges experienced when respondents were grouped according to position or years in service. The study concludes that systemic and structural constraints equally affect all BLGU members. It recommends strengthening local funding mechanisms, enhancing inter-agency coordination, and promoting community participation to ensure the sustainable implementation of the BDCP in Iloilo City.
