Analisis Collaborative Governance dalam Implementasi Program “Broh Jeut Keu Peng” untuk Penanganan Sampah Berkelanjutan di Kota Lhokseumawe
This study analyzes Collaborative Governance in the implementation of the “Broh Jeut Keu Peng” program for sustainable waste management in Lhokseumawe City. Waste generation in Lhokseumawe City reaches approximately 110 tons per day, with 80–100 tons per day entering the Alue Lim landfill. The “Broh Jeut Keu Peng” program serves as an innovation in waste management, rooted in the circular economy and local wisdom. The study employs a descriptive qualitative approach, utilizing observations, in-depth interviews, and document analysis. Informants include representatives from the Environmental and Forestry Agency (DLHK), the Regional Development Planning Agency (Bappeda), the Head of Banda Sakti District, the State-Owned Enterprise (BUMN) House, and the local community. The findings indicate that Collaborative Governance is robust during the planning and budgeting phases, as well as throughout the implementation and post-launch stages. Public participation is bifurcated: supported communities demonstrate a high level of trust, whereas the general public remains resistant toward waste management facilities. Facilitating factors include structured planning, partnerships, social capital, and the community’s economic creativity. Conversely, hindering factors include a lack of awareness regarding waste sorting, weak post-implementation coordination, and limitations in both budget and technical infrastructure. This study recommends strengthening inclusive dialogue forums, formalizing cooperation through Memorandums of Understanding (MoUs), securing sustainable operational funding, providing continuous education, and optimizing an application-based monitoring system.
