Objective. To substantiate an integrated safety model for energy installations in the agro-industrial complex by comparing international standards and systematically assessing their applicability in Ukraine. Methods. Two bodies of evidence were compiled: sixteen scientific publications issued between 2016 and 2026 and four international regulatory documents currently in force. The requirements were compared by regulatory scope, risk categories, types of countermeasures, personnel requirements, emergency preparedness, and potential for quantitative assessment. Applicability was determined according to three criteria: legal compatibility, technical feasibility, and economic viability. Each criterion was rated on a three-point scale, followed by normalization of the results to 100 %. The model was developed according to the risk–countermeasure–indicator chain. Study reproducibility was ensured by recording the search date, standardizing the search queries, applying transparent selection criteria, and unifying the scoring rules. Results. Five groups of risks were identified: electrical, fire, explosion, technological, and organizational. The highest level of initial applicability was established for occupational safety management requirements, at 100.0 %, and incident management requirements, at 88.9 %. Technical explosion protection requirements necessitate phased modernization because their applicability ranged from 55.6 % to 77.8 %. An integrated safety management framework was developed, encompassing hazard identification, engineering and organizational protective measures, monitoring, personnel training, emergency response, civil protection, incident analysis, and corrective actions. Based on this framework, a system of six quantitative compliance indicators was formulated, and threshold values were substantiated for three levels of safety system maturity. Scientific novelty. For the first time, international requirements for occupational safety, explosion protection, and incident management have been integrated into a structural and functional model for energy installations in the agro-industrial complex. Within this model, each risk category is linked to a specific countermeasure and a measurable indicator. Practical significance. The findings can be used to audit energy facilities, prioritize modernization measures, develop safe operating procedures, prepare emergency response plans, and design personnel training programs.

Abstract
