Governance of Artificial Intelligence in the Medical Administration of Military Hospitals: A Conceptual Framework Informed by a Rapid Literature Scan
Background: AI adoption in hospital administration raises governance questions about accountability, data security and oversight. Military hospitals add confidentiality and operational-continuity constraints. Guidance specific to military hospital administration is sparse. Objective: To propose a six-dimension governance framework for AI in military hospital administration, anchored in international guidance and a rapid scan of recent literature. Methods: Conceptual framework development. Principles were extracted from WHO, NIST and OECD instruments and mapped to hospital-administration functions. A rapid PubMed scan (three queries, 1 November 2026; 42 unique records reviewed at title/abstract level) tested whether published work addresses the topic. Results: Of 42 records, 13 concerned AI in military health care; one commentary on mental-health AI explicitly addressed governance. No reviewed record addressed AI governance in military hospital administration. A general cybersecurity scoping review found no machine-learning studies mapped to the NIST “Govern” function. The framework comprises six dimensions, a five-phase roadmap and ten candidate indicators. Conclusions: The scan suggests a literature gap . The framework is a conceptual proposal and has not been empirically validated; Delphi consultation and case studies are the logical next steps.
